Hanwei Institute LLC provides language instruction, ILR-aligned assessment, curriculum development, and faculty training for government and institutional clients — led by career DLIFLC practitioners, based in Monterey County, California.

About

Hanwei Institute LLC is a newly established language-services firm in Salinas, California, founded by a retired Defense Language Institute Foreign Language Center (DLIFLC) professional with about 20 years of federal service. The institute draws on a network of more than 30 qualified retired DLIFLC instructors — 16 of them in Chinese — all trained through DLI programs in instruction, diagnostic assessment, curriculum development, and testing.

We serve DLIFLC and DoD language programs, federal agencies, universities — including Language Flagship programs — and other institutional clients, with on-site delivery in the Monterey area and synchronous online delivery nationwide.

Services

Language Instruction — Intensive and continuing-education language programs led by career DLIFLC practitioners. Primary language: Chinese. Also Arabic, Korean, Persian, Pashto, Russian, and Spanish, with additional languages as needed.

ILR-Aligned Assessment — Online Diagnostic Assessment (ODA) and diagnostic assessment (DA) design, administration, and analysis — identifying exactly where a learner stands against ILR levels and what instruction should do next.

Test Development — Midterm and end-of-term test design, and DLPT-aligned assessment support for programs that need defensible, level-true measurement.

Curriculum Development — Continuing-education and intensive curricula, plus instructional materials design, built by the people who built them at DLIFLC.

Faculty Development & Training — Instructor training, tester training, and program evaluation for language programs building or refreshing their teaching teams.

Language Technology Evaluation — LTEA-based (Language Technology Evaluation Application) evaluation and application of language-learning technologies.

Hanwei Tan, Owner / Managing Member — PhD in Comparative Literature, Indiana University; visiting scholar at Western Kentucky University. About 20 years of federal service at the Defense Language Institute Foreign Language Center, culminating as Chinese Department Chair; Chair of the Intermediate and Advanced Program (2012–2017); award-winning team leader; LTEA, ODA, and DA specialist; Continuing Education curriculum builder; designer of midterm and end-of-term tests. As a team leader and instructor in DLIFLC's intermediate and advanced programs, he worked closely with the NSEP Language Flagship programs — jointly running student presentation events with Flagship cohorts and delivering invited lectures to Flagship students and faculty.
